ZAKIR ALI ROBIN: The Government of Bangladesh, led by the Ministry of Education,
TMED and the International Labour Organization (ILO) held a workshop in Dhaka on 15
May 2019 to share the Canada funded Bangladesh Skills for Employment and
Productivity (B-SEP) project results on inclusion and green jobs.
The workshop was chaired by the Director General of Directorate of Technical
Education (DTE), Mr. Rawnak Mahmud. Mr. Md. Alamgir, Secretary, TMED was the
chief guest at the workshop.
Participants included representatives from the DTE, TMED, development partners,
donors, implementing partners and members of the BEF and NCCEW.
Canadian government was teamed up with Bangladesh government and ILO to create
the access to skills training in non-traditional (male-dominated) occupations, followed by
assistance with finding jobs that rely on those skills.
The training includes carpentry, furniture making, automobile mechanics, electronics,
electrical trades, tour guiding, baking and food processing that trained 950 women
during the project period. The point is to expand the participation of women in the world
of work and help them explore non-traditional job possibilities and realize their dreams.
Doing this ILO is expanding not only the female horizon in the world of work but also
helping the world of work to change the gender dimension and helping the country find
its dynamic place in the world economy.
“The ILO B-SEP project has shown the path to create skills training inclusive and
developed a gender guide for TVET institutes titled "Making TVET Gender Equal: A
Guide for TVET Professionals" to make TVET accessible for all,” said TMED Secretary,
Mr. Md. Alamgir.

Based on the B-SEP project intervention a photo story book has been published. 15
women featured in that book illustrate the boundaries that have broken down and the
massive difference that a basic skills-training programme can make. The book was
unfold by the secretary at the event.
The project also worked with local partners to help support entrepreneurs create green
jobs through skills and enterprise training. Special emphasis has been placed on
disadvantaged groups such as people with disabilities, and the poor.
Areas of focus includes mushroom production and marketing by cooperatives of
persons with disabilities; waste management and recycling; safe food production and
marketing; eco-tourism and crab fattening. Identification of the five occupations was
based on the field experiences of B-SEP project partners, who have successfully
established Green Enterprises by providing these skills to 580 members of
disadvantaged groups.
A documentary on these initiatives has screened at the workshop to disseminate the
project results. “ILO’s green jobs initiative has proven successful in terms of skills
development, entrepreneurship and creating jobs. If there is willingness between
institutes and partners, green jobs initiative easily can be implemented at little cost.”-
said Mr. Kishore Kumar Singh, Chief Technical Advisor, B-SEP project, ILO
Bangladesh.
The government pledged to replicate these initiative in national skills system to make
the skills training accessible for women, persons with disabilities and vulnerable.
The one-day workshop was facilitated by the ILO’s B-SEP project, started in 2013,
which will be closed in June 2019.
